FY 2009 Funding Status. SLD system problems have recently slowed the release of funding waves, but Wave 31 for FY 2008 is scheduled For December 10th. The Form 471 application window for FY 2009 opened December 2nd and will close February 12th. * Unrequested Invoice Deadline Extension Approvals. A number of applicants received SLD e-mails last week indicating that their invoice deadline extension requests had been approved ? even though they had never made such requests. The confusion was caused by the SLD?s use of a standard e-mail format to report the automatic extension of invoice deadlines for those applicants who had filed timely online BEARs for FY 2007 (or earlier) which have not been acknowledged by their service providers. * Semi-Annual Report of the FCC OIG. The FCC released the Inspector General?s audit report for the six month period ending September 30th. It includes information on the previous Round 2 and the upcoming Round 3 audits. The report also noted six cases of successful criminal prosecutions for E-rate fraud and conspiracy. * E-Rate Updates and Reminders. * Form 471 application window: 12/2 ? 2/12. * Targeted applicants have begun receiving notifications of Round 3 audits. * Reply comments to the FCC?s Notice of Inquiry are due December 15th. * Schools and Libraries News Briefs dated December 2nd and December 5th. A special and a regular News Brief were released last week, both noting the opening of the FY 2009 application window and providing a number of filing tips. The only funding announced this week was for appeal and delayed regular waves from FY 1999 ? FY 2006. * Accounting for BEAR Reimbursement Checks. In response to a common question ? are there any restrictions on the use of reimbursed BEAR funds? ? the simple answer is ?no.? But there are other factors to consider. * Update on Round 3 E-Rate Audits. Many applicants are now getting audit notifications requesting initial information and scheduling on-site visits which will conflict with holiday school closings and the FY 2009 application window. Document requests provide a useful checklist for E-rate compliance purposes. * Schools and Libraries News Brief dated December 19th. Ten reply comments were received in response to the FCC?s Notice of Inquiry on USF management and administration. The key E-rate related issues dealt with audits, record retention, and consultant registration. * Another Prison Sentencing for E-Rate Fraud in Atlanta. The CEO of a company supplying Atlanta schools in FY 1998 and FY 2001 was sentenced to a three year term. Atlanta?s E-rate funding since FY 2002 either has been denied or is still pending. * Revised Semi-Annual Report by the FCC OIG. The FCC?s Office of the Inspector General issued a revised version of its last report to Congress. The revisions substantially increased the dollar amounts and number of applicants subject to COMADs for 54 of the Round 2 auditees. * E-Rate Updates and Reminders. Only one small appeals wave for FY 2004 is expected this week. Form 486 deadlines for January include FY 2008 funding in Waves 22-25. The invoice deadline for FY 2008 non-recurring services (and potentially earlier years) is January 28, 2009. The SLD did not publish a News Brief last week.
