 *   FY 2007 – FY 2009 Funding Status.  Wave 29 and Wave 30 for FY 2008, and Wave 70 for FY 2007, will be released November 5-6.  The Wave 30 release will include Priority 2 denials at the 80% level.  The FCC has not yet released the final ESL version for FY 2009, a pre-condition for establishing the Form 471 application window.
 *   Break in the FCC Appeal Backlog.  The FCC issued 28 decisions last week approving 287 appeals. Subjects covered include late-filed Form 471s, the Tennessee test for Priority 1 on-premise equipment, unreferenced RFPs in Form 470s, eligibility of unregistered ETPs, and late-filed invoices.


 *   Revisions to USAC Administrative Procedures.  This year’s list of USAC Administrative Procedures, just submitted to the FCC, include two new procedures dealing with LOA/Form 470 consistencies and multi-tier bid evaluation processes.


    *   E-Rate Updates and Reminders.
o    FY 2007 recurring service invoice deadline is past
o    FY 2008 Form 486 deadlines began last Wednesday
o    Hurricane Katrina reminders
o    Fall E-rate training


 *   Schools and Libraries News Brief for October 31st.  This week’s News Brief poses and answers questions regarding the relationship between an applicant’s technology plan and Form 470.
