 *   FY 2007 – FY 2009 Funding Status.  Wave 75 for FY 2007 will be released on January 28th.  Wave 37 for FY 2008 will to be released on January 27th.  The FY 2009 application window closes February 12th.
 *   New FCC Guidance on E-Rate Funds Recovery.  The FCC finally responded to a 2006 USAC request for guidance on whether or not recovery should be sought for funds disbursed in violation of certain E-rate rules.  This article summarizes both earlier and the new guidance on these issues.
 *   E-Rate Updates and Reminders.  Key upcoming dates include the non-recurring invoice deadline for FY 2007 (January 28th) and Form 471 deadline for FY 2009 (February 12th).  Commissioner Michael Copps was named as interim FCC Chairman pending the nomination and confirmation of a permanent Chairman.  The SLD clarified recent guidance on the eligibility of VoIP service providers. COPA — not CIPA, which applies to E-rate — was effectively killed by the Supreme Court.


 *   Schools and Libraries News Brief Dated January 23rd.   The SLD’s most recent News Brief reports last week’s mailing of 26,000 letters to applicants who had filed Form 470s by January 15th, but who had not yet filed their FY 2009 Form 471s.  Applicants should take these letters as friendly reminders of the February 12th application deadline, but must be careful not to file their Form 471s until their Form 470s have been posted for at least 28 days.
