The FCC is asking for comment on a number of subjects in relation to broadband implementation, technology literacy, and how the e-Rate Program can be modified to facilitate this process. They are asking for case studies, exemplars, and any other data or ideas on how to support broadband implementation across the country. They appear to be open to a wide range of solutions, so this is an excellent time to show them what your district or library is doing to increase broadband utilization or increase information literacy in your community. If you are a district struggling with the prohibitive costs of broadband implementation, then now is the time to tell your story, and let them know what your district needs to succeed in your efforts. If you are interested in submitting comments, you will find the instructions for submitting them in the document. The timeline is tight; initial comments are due by the 20th, so if you plan to respond, you will need to work quickly. More specifically, do you believe in the process of clarifying the Act that computers (or anything that could be called a computer - even mobile devices like iphones) would need to be filtered while at the school? If this is the case, then we (districts/ESDs) might want to discuss the potential problem of adopting updated internet safety policies for compliance while knowing that we couldn't possibly control a personally-owned iphone or netbook with 3G service. Later in Appendix A (c)(1)(i) it also says, "...must also include monitoring the online activities of minors." To my legally untrained eye there doesn't appear to be language or an acknowledgment that the CIPA protection mandates can only be limited to district-managed networks and computing devices. There is precious little time to prepare these comments, but the Department is committed to including as much District level information as possible. The link below leads to a survey that will allow you to respond to any and all "questions" from the FCC that you would like to. This survey will compile your answers into a draft document that will allow Department staff to consolidate them and incorporate them into the response document.
