This is the first formal confirmation we have seen of the timelines mentioned in trainings:

Update on FY2011 Form 471 Application Filing Window
The opening and closing dates for the FY2011 filing window have not yet been established. However, for planning purposes, we would like to share the following information:
*         We expect the FY2011 filing window to open in early January 2011.
*         The window will remain open for about the same number of days as in the past, which means that we expect the window to close in mid-March 2011.
We will provide updates as more information becomes available. When the exact window opening and closing dates have been established, we will send out our annual Letter to the Field with these dates and other information helpful for applicants filing Forms 470 and 471 for FY2011
