We are again hearing reports of applicants who have filed Form 470s and who being contacted by aggressive vendors purporting to representative multiple carriers, demanding copies of the applicants' telephone bills, and seeking to steer applicants towards carriers with whom they have commission agreements. The SLD has previously indicated that many of these "agents" are effectively proposing to act as the applicants' consultants in the selection process, "...are not submitting bids and do not have to be considered." * E-Rate Updates and Reminders. An FCC order on E-rate program changes is expected September 23. FCC plans for E-rate compliance reviews for 2011 call for approximately 100 on-site audits beginning after the close of the FY 2011 filing window. In his speech, he briefly mentions some of the changes that are forthcoming in the much anticipated e-Rate rule changes due tomorrow. I thought some of you would be interested in the transcript of his speech so I have attached it here. I have included some links to the press releases from the FCC that include a very high level summary of the changes. I am anxiously awaiting the order itself so that some of the details can be made clear. At this time, we have SOME of the WHAT'S, but almost none of the HOW'S. I hope that the order will be released today so that we can figure out what some of these things mean. For example, they want to streamline the application process, but there is almost no information at this time about how that will be done. We heard about eliminating tech plans for P1 applicants in the meeting today, but we do not yet know if there will be form changes or other procedural changes that affect the application process. Please bear with me as I await the order and take some time to analyze it. I do not want to presume anything and give erroneous information. Changes include the eligibility of dark fiber, the elimination of the tech plan requirement for Priority 1 services, and pilot projects to provide off-campus wireless Internet for students. The formal report and order will be released this week with additional details. * E-Rate Updates and Reminders. The FCC also ordered the release of additional spectrum to support new wireless services such as "super WiFi." SLD fall training begins on Thursday.
