An analysis of the true-up figures used to support the $1.05 billion roll-over of funds into FY 2012 indicates that FYs 1998-2007 reserves were significantly reduced, leaving little margin for another large roll-over contribution for FY 2013. This does not bode well for Priority 2 funding next year. * Comments on the FCC's Draft ESL for FY 2013. Relatively few comments were received by the initial deadline, but support was expressed for SECA's two filings (a) proposing to combine the two Priority 1 service categories, and (b) requesting clarification of the rules permitting the inclusion of "free" phones in Priority 1 services. * E-Rate Updates and Reminders.
