[Erate] e-Rate funding cap increased by 1.5B

In today's FCC meeting, the Commission adopted the Second Report and Order and Order on Reconsideration (FCC 14-189) that makes several new changes, including a funding cap increase of $1.5 billion. I am still gathering more info about the order and details will be forthcoming, but this is big news.

A summary of the other changes


*         Allows E-rate discounts for the purchase of wide area networks when cost-effective

*         Adjusts the C2 budget cap for urban libraries from $2.30/sq ft to $5.00/sq ft

*         Offers a 10% additional discount for state support of "last-mile" broadband facilities

*         Relaxes rules regarding large upfront construction costs

*         Makes the new Category 2 budget system permanent

It is widely believed that the C2 cap for urban libraries and the funding cap increases will take effect THIS UPCOMING FUNDING YEAR (2015). More information will be available soon.
