  *   FCC Chairman Proposes Framework for E-Rate Modernization:  Chairman Wheeler released a somewhat controversial proposal for funding of "Category 2" broadband Wi-Fi equipment beginning in FY 2015.  The FCC hopes to vote on the first phase of the E-Rate 2.0 modernization program on July 11th.
