[Erate] Free and Reduced Data for updating applicant profiles

Hello again!

Just wanted to share the link to the state NSLP reports. The 16-17 numbers are the most recent that have been certified  by the state, so these are the numbers you will want to use for your profiles. USAC requires that we use the most recent state certified data we have available.
