Under III-B-10 it says, "...of the Act to require that the technology
protection measures be in operation during any use of computers with
Internet access..." While obviously not new language, do you read
that section as directing that literally "any" computers will be
subject to the CIPA protection measures? More specifically, do you
believe in the process of clarifying the Act that computers (or
anything that could be called a computer - even mobile devices like
iphones) would need to be filtered while at the school? If this is the
case, then we (districts/ESDs) might want to discuss the potential
problem of adopting updated internet safety policies for compliance
while knowing that we couldn't possibly control a personally-owned
iphone or netbook with 3G service.<br>

Later in Appendix A (c)(1)(i) it also says, "...must also include
monitoring the online activities of minors." <br>
<br>
To my legally untrained eye there doesn't appear to be language or an
acknowledgment that the CIPA protection mandates can only be limited to
district-managed networks and computing devices. <br>
<br>
If I read this wrong just let me know and I'll consider it another
hallucination. <br>

<p class="MsoNormal">Here is the CIPA NPRM we have been waiting for.
As I
suspected, they didn’t address any specifics about the curriculum for
digital citizenship, only that it needed to be there. They have
proposed that
the first certification year would be 2010, which I found a little
surprising
but not unbelievable. In any case, many of you are doing work that
would make a
2010 certification no problem, while others might need more time. I
suggest
that any of you that have concerns about this should file formal
comments. <o:p></o:p></p>

<p class="MsoNormal">The FCC seems to have taken special care to
address the
potential effects of these changes on small entities. I encourage any
small
