I spoke with Ashely Chappell at NOAA. It sounds like there likely wouldn't be an extension of the deadline. However, she suggested submitting with the expectation that you would have those funds in hand in time to meet the deadlines for agreements etc in the Notice. If it happens that it can't work this year, then you would be ready for next year and your proposal can serve the same function as a letter of interest. Plus, if it got selected by NOAA, that might spur the state funding to materialize or be prioritized over other state funding requests?
I guess if it is not possible to submit a proposal by the deadline due to time and scheduling constraints, then the next best thing would be a letter of interest.
Hope that helps to give you some framework for a decision on possible options for moving forward. The slide deck and the Q&A notes from the recent webinar are almost done with an internal review, so I will send those off as soon as I get them.
