[FIT] GIS Software Standard adopted

The GIS Software Standard, OAR 125-600-7550, was published in the August
1, 2008 Oregon Bulletin, at the link below.  You'll have to scroll down
a ways to get to it, but it's the second OAR in this issue.  The next
steps will be to conduct a software survey to determine the baseline of
existing GIS software held by state agencies, then to collaboratively
develop the procedures that will implement the exception process noted
in the standard.  GEO and EISPD will begin working on those next steps
in the very near future.
