[FIT] Framework Data Development Proposal Process for 09-11 - update

Greetings,
We will soon complete the 09-11 Framework Data Development evaluation
process and want to take this opportunity to inform you of progress to
date and solicit comments prior to the OGIC meeting on September 16th.
If you wish to comment please do so by August 31st and send to Milt Hill
(milton.e.hill at state.or.us).
Our thanks to everyone who's been involved!
First a review of what's occurred to date:
* We issued a call for Framework Data Development Proposals
* We formed the Reviewing Team composed of representatives from
PAC, FIT, GPL, and GEO
* The ten Proposers made presentations to the Reviewing Team and
the Reviewing Team suggested changes to strengthen and focus the
proposals
* GPL and FIT reviewed and ranked the proposals based on technical
and framework criteria
* PAC reviewed the proposals, assessed information from the other
reviews and formulated a "do fund" and "do not fund" list. PAC asked
that the Reviewing Team to take another look at the "do fund" list and
modify them as needed to assure the best possible match of the proposed
activity to FIT Program goals
* The Reviewing Team has completed this PAC suggested final
review. Most of the eight "do fund" proposals had additional criteria
added
* Proposers have been contacted and have agreed to the additional
criteria
OGIC will consider this topic at the September 16th meeting. Subsequent
to the OGIC endorsement agreements will be developed and work will
begin.

Also, here's a summary of the additional criteria. This information will
be added to the statement of work portion of the agreements as they are
developed. The proposals have not been modified.
Critical Structures and Facilities Data Development:
* Establish a timeline for deliverables with the latest date being
3/30/11
* Note that this project will work cooperatively with two other
funded FIT Projects: "Oregon Hydrography Framework" and "Renewable
Energy layer of Oregon" to assure cooperation where the data overlap.
Where possible "Renewable Energy layer of Oregon" shall take it's data
from already stewarded data sets
Accessibility/Functionality for the Cadastral Theme:
* Adding a delivery date for the Strategic Plan - 2/1/10
* DOR formally assumes horizontal Stewardship of the Cadastral
Theme
Catalog Historic Aerial Photographs:
* Modify Proposed Activity C: explicitly specify coordination with
Oregon Explorer
* Modify Deliverable Activity C: change completion date to 3/30/11
* Add new Deliverable Activity D: A report to include project
findings, suggested future direction and an estimated level of effort
* Add a note assuring leverage of/consideration of ODOT's previous
work on an image index for right of way drawings
Landslide Element in the HAZARDS theme:
* Change "end of 2011" on page 1 to "end of 09-11 biennium"
* Add FGDC compliant metadata as a deliverable
* Add Landslide Standard as an unfunded yet required deliverable
* Add timeline for all deliverables with latest deliverable date
being 3/30/11
* Add requirement that DOGAMI formally assumes stewardship for
this data element
Renewable Energy layer of Oregon:
* Remove the web map application development from this proposal
* Modify the "identify primary responsibility", adding an item to
include the development and deliver of a strategy document to
investigate and/or establish stewardship for datasets included in this
proposal that do not currently have an identified steward
* Note that this project will work cooperatively with two other
funded FIT Projects: "Critical Structures and Facilities Data
Development" and "Oregon Hydro FIT Projects" to assure cooperation where
the data overlap. Where possible "Renewable Energy layer of Oregon"
shall take it's data from already stewarded data sets
* Add and/or modify timelines for deliverables with latest ending
date being 3/30/11
Oregon Public Schools Dataset:
* Add FGDC compliant metadata as a deliverable for each dataset
* Add the following to deliverable a. Oregon Public School
Locations: "Provide an annual update of Oregon Public Schools Locations
to GEO and USGS. Include GNISID as attribute in Oregon Public Schools
Locations
* Add the following to deliverable b. Oregon School District
Boundaries: "Coordinate with Oregon Department of Education to assist
DOE in using Oregon School District Boundaries to satisfy their
reporting commitment to US Census"
Fish Habitat Distribution and Fish Passage Barrier Development:
* No additional criteria identified
Oregon Hydro FIT Projects:
* Add a deliverable to include an update of the status of the
Pacific Northwest (PNW) Hydrography Framework to FIT and GPL
* Establish a timeline for deliverables with the latest date being
3/30/11
* Note that this project will work cooperatively with two other
funded FIT Projects: "Critical Structures and Facilities Data
Development" and "Renewable Energy layer of Oregon" to assure
cooperation where the data overlap. Where possible "Renewable Energy
layer of Oregon" shall take it's data from already stewarded data sets
including Oregon Hydro data
