[FIT] Draft Oregon Aerial Imagery Index Standard - comments on process

Greetings All,
We've had some good questions and comments arise related to the
development of this Standard and I wanted to take the opportunity to
provide some information in response. I hope this will address concerns
and continue us on the path of collaborative Standards development.
Question: I thought we already had an Orthoimagery Standard...
Answer: We do. Oregon adopted the existing FGDC Standard titled "Content
Standard for Digital Orthoimagery" (FGDC-STD-008-1999). The intent of
the Aerial Imagery Index Standard is to supplement this existing
Standard and it addresses issues not found in the content standard.
Question: How does this Proto Standard fit into established FIT
Standards development procedures?
Answer: Developing a "Proto Standard" is the very first stage of
development for any new standard and is only the beginning of a very
open, inclusive (and long) process. The January 18th comment deadline is
only for this first round of review. After that the document, with
revisions to reflect comments, will go thru multiple additional comment
periods, draft stages, and reviews before being presented at a Standards
Forum and then considered for endorsement by OGIC. The Standards

Question: Which FIT worked on development of the Draft Oregon Aerial
Imagery Index Standard?
Answer: This Standard is being developed by the Orthoimagery FIT. But
wait, you say you are a member of this FIT and didn't know this was
happening? No worries - remember this is just the very first stage of
development and only your first of many opportunities to participate.
The Framework Program funds development projects and we use these
projects to start, continue and augment all manner of FIT related
activities. In this case FIT required that the Historic Photo Catalog
project proposal include development of an Aerial Imagery Index
Standard. The two project proposers (Emmor Nile, Brady Callahan) and I
(Milt Hill) collaborated on this effort. You can view that proposal

Question: My agency has been creating digital photo indexes for a long
time. How can we collaborate?
Answer: Emmor Nile is the point person for this Standard. I'm sure he'd
like to work with you. We need your participation and the final product
will only be as good as the effort we all put into it.

This document is a "Proto Standard" in the drafting phase of development
and it'll be open for comment thru 1/18/2010 at which time, assuming
general concurrence, it will move the "Draft Standard" phase.
