[FIT] OGIC agenda item

[SMITH Cy * EISPD GEO]

There's an additional agenda item now posted to the OGIC page at
http://gis.oregon.gov/DAS/EISPD/GEO/ogic/OGIC_Meetings.shtml related to
the GPL Charter.  We will discuss revisions to that charter and the
potential for chartering the Framework Implementation Team as a separate
OGIC Committee at the meeting today.
