[FIT] Oregon Fish Passage Barrier Data Standard Version 1.1 now available

Version 1.1 of the Oregon Fish Passage Barrier Data Standard is now
officially released. This document followed the minor amendment process,
was endorsed at the November 10th Standards Forum, and supersedes the
previous version.
