[FIT] Cadastral data sharing

OGIC Members,
OGIC-approved Framework funding has been used for the past three years
to provide small incentive payments to Counties that agree to license
their tax lot data such that the Department of Revenue can share it with
State Agencies. While the licensing incentive has been successful (we've
gained access to 21 Counties tax lot data) we've identified a
modification to the Intergovernmental Agreement that will enable
additional counties to participate. Currently the license requires that
counties supply "Property Ownership tables populated with all data that
is lawful to disclose" and this includes ownership name. The
modification makes ownership name optional; address information would
continue to be required. This change addresses the perception some
Assessor's have that sharing owner name exposes them to a liability
created by the fragmented approach Oregon law has to balancing open
records vs. privacy. We've informed GPL and Cadastral FIT of this
potential change and have received positive feedback.  We believe this
modification will result in cadastral data sharing by many, if not all,
of the remaining 15 counties.
Barring expressed concerns from OGIC we'll implement the change
Wednesday, November 3rd.
