[FIT] OGIC Meeting Sept. 15 - Strategic Plan now available

The Strategic Plan has now been added to the review materials for
Wednesday's OGIC meeting. We've posted a draft that includes changes
suggested during the recent review by PAC, GPL and FIT, as well as the
final version with all changes accepted and an Executive Summary.
