[FIT] OGIC MOA final

[SMITH Cy * EISPD GEO]

The OGIC MOA has been finalized, with one last change requested and made
yesterday.  The edited version and the final clean version are posted

I have started gathering signatures and hope to have that process
completed in a few weeks.
