[FIT] Admin Bounday FIT - workgroup announcement

The Administrative Boundary FIT is forming a workgroup to develop the
UGB, Zoning and Comprehensive Plan themes. 
Oregon Department of Land Conservation and Development (DLCD) will be
offering to support the effort with leadership and technical
contributions but we are seeking additional participants. If you are
