National Hydrography Dataset Plus (beta) now available in Oregon
==========
On November 1, **National Hydrography Dataset Plus High Resolution (Beta)** ( https://sable.madmimi.com/c/62627?id=22.277.1.784eb1f99db7a2195d66289847c90ba6 ) (NHDPlus HR) became available for almost all of Oregon from the US Geological Service (USGS) according to the NHD monthly newsletter and website. There is a small sub-basin that encompasses Goose Lake that is not yet available. The area is part of the California hydrography processing effort, according to Bob Harmon, Oregon Hydrography FIT Chair.
The NHDPlus HR (beta) adds a whole new dimension of usability to the NHD. While the NHD is good for making maps and supporting some analysis, the NHDPlus HR includes a multitude of value added attributes about the catchment areas for each flowline in the stream network. These include mean annual precipitation, temperature, and runoff; drainage area characteristics; mean annual flow, flow direction, flow accumulation, and elevation rasters; and, flowline min/max elevation and slopes, to name a few. Users now have a better tool to model the hydrologic network, and they can add their own observational data, so that it is tied to the stream network, too!
The NHDPlus HR is a snapshot in time so it does not always reflect the most current edits to the NHD. The USGS is still working out the refresh cycle, and they are also looking for users to QC the data (remember, it’s still beta).

Oregon Geographic Information Council working to acquire sustained funding for Framework data

The Oregon Geographic Information Council ( https://sable.madmimi.com/c/62627?id=22.280.1.ac3084044986ee4bb875b7205fc3f9cb ) held its third meeting of 2018 on October 30, in Salem, Oregon. Since its re-establishment under ORS 276A.500 - 515 ( https://sable.madmimi.com/c/62627?id=22.281.1.42b3ec4debf0373fa16096ff53b59780 ) and inaugural meeting in January, 2018, the Council has been actively working to develop the vision, mission, and guidance for Oregon's Framework geospatial data. Sustained, predictable funding for Framework data has been a major component of this work.
Framework data are base geospatial data that are used by a wide variety of organizations for achieving missions and goals as well as conducting day-to-day business activities. These data are enterprise assets and resources shared across many state agencies and all levels of government.
The Council has devoted considerable time and energy to the development of a sustainable funding model for Framework data completion, management, and sharing. To achieve the funding model vision, the Council is developing a legislative concept to acquire funds that can be put to work beginning in the second half of 2019. The funds will also enable the data to be completed to agreed-upon standards and available and accessible when needed by public bodies.
Since Framework data are developed and maintained across multiple levels of government and many state agencies, the Council is working hard to ensure that current expenditures on data development and maintenance are leveraged to provide improved benefit to Oregon. In particular, the Council is focused on supporting consistent government services by providing needed geospatial Framework data statewide.
In addition to data development and maintenance, the Council will oversee development of a secure data sharing portal as mandated in statute. The target release for the portal is January 2020.
OGIC's next meeting will be held in January 30, 2019.
23rd Framework Forum features geospatial climate data, recommends building footprints data element

The **23rd Framework Forum** ( https://sable.madmimi.com/c/62627?id=22.282.1.67524b85a603e279f4dd82b77fd01e0f ), was on October 15 in Salem. Materials from the meeting are available online from the GEO Framework Forums website ( https://sable.madmimi.com/c/62627?id=22.283.1.fcd303dad4c79d186e09f66d55972ed8 ).
Climate FIT theme lead Dr. Chris Daly and Dr. Dylan Keon presented their work to develop and disseminate Oregon's (and the nation's) spatial climate datasets. These data, also known as PRISM climate data, include datasets describing precipitation, minimum, maximum, and mean temperatures, as well as vapor pressure deficit minimums and maximums. In addition, data are available at daily, monthly, and annual intervals. The PRISM Public Portal ( https://sable.madmimi.com/c/62627?id=22.284.1.848a01f3ff1cea700cc5b985d45e574d ) provides access to the data for download at the 4-km resolution. Users can also analyze and download time series data for single locations using the Data Explorer ( https://sable.madmimi.com/c/62627?id=22.285.1.d02008eaed935f65f8ca56bbcc7e7b8c ). Higher resolution data are available for purchase.
Chris and Dylan work with the Northwest Alliance for Computational Science and Engineering at Oregon State University and are senior research faculty members in the College of Engineering.
2017-2019 Framework Development Project awardees provided lightening updates on their projects, all available on the Framework Forum webpage. Bill Clingman of Lane Council of Governments provided food for thought on the topic of data aggregation. Bill noted that the "best way" to aggregate geospatial data depends on the perspective of the data developers and users. Rather than focusing on the differences in these perspectives, great opportunity lies in developing a middle pathway that leads to the benefits desired by all parties.
A key outcome from the meeting was agreement on a recommendation that OGIC revise the public building footprints data element to include all building footprints. A work group will be formed in early 2019 to develop the business case, identify the thematic home for the revised data definition, and initiate work planning for management of this important data asset.
Bob Harmon was honored for his 21 year run as the Hydro-FIT theme lead. Bob's dedication is remarkable! Please take a moment to congratulate him on this feat.
The next Framework Forum will be held in March 2019 in The Dalles at the Columbia River Gorge Discovery Center. Exact date to be announced soon!
Recent Framework Implementation Team Activities

**Oregon Statewide Aerial Imagery Program** released 2017 imagery for eastern Oregon. Recent meetings:
\* In November, **Elevation FIT** held an entirely online meeting.
\* In December, the **Hazards FIT** and **Prep-FIT** convened a joint meeting.
Standards:
\* Cadastral Data Exchange Standard revisions were unanimously approved October 15, 2018, at the Forum.
\* Oregon Soil Data Standard undergoing minor revisions within the Soils Work Group. Look for the public comment period on this in early 2019.
Framework Implementation Team Theme Charters and Plans

Among the announcements made at the 23rd Framework Forum was that each theme should have an up-to-date charter by the end of the 2017-19 biennium. The theme charter, currently in draft form ( https://sable.madmimi.com/c/62627?id=22.288.1.70ad4fe5c8a9cd8b6a0f17430ca2dcd7 ), will provide a touchstone and point of reference for theme members. The charters will document the theme goals, objectives, and deliverables. In addition, each charter will refer to a theme plan for work project implementation to ensure completion of the theme during the timeline for which funding is being requested. The draft charter template is open for comment by FIT members until January 30, 2019.
