[FIT] 23rd Framework Forum on October 15

The 23rd Framework Forum is less than a week away! One notable change is that the featured presentation will be by Chris Daly and Dylan Keon of OSU's PRISM Climate Group<http://www.prism.oregonstate.edu/>. The panel on building footprints has been moved to a lunch time group discussion without a panel.
