[Floodplain_managers] Flood Season Preparedness Message

Hello local floodplain managers,
As we are in an active flood season it is important to consider how you can best prepare your community and its residents for potential flood events. It is also important to ensure that you as floodplain administrator are as prepared as possible. The following are the actions I recommend you consider undertaking as we begin the flood season.
Conducting outreach to your community's residents on the following topics is highly recommended:
1) Encourage community members to be aware of whether they live within a flood prone area. Provide information for how they can access the floodplain mapping information for your community (i.e. the FEMA Map Service Center: https://msc.fema.gov/portal/home)
2) Highlight the importance of purchasing flood insurance before a flood event occurs. Remind them that homeowner's insurance does not cover flooding and it takes 30 days for a new flood insurance policy to take effect. 3) Encourage community members to remove debris from their property and secure items such as barbeques and propane tanks. Ensure that any sheds are anchored.
4) Recommend that community residents keep their flood vents open, it is important that flood vents unblocked and are fully functional so that they can perform their job of protecting the structure from flood damage.
5) Remind community residents the importance of NEVER driving or walking through flood waters: "Turn around don't drown". This is one of the most important life-saving measures they can take during a flood.
6) Remind community residents not to recreate within floodwaters as they are typically full of contaminants that may include: sewage, fertilizers, pesticides, and household chemicals all mixed together, as well as hidden debris.
Work with your community's emergency management staff to combine your outreach on these topics with messages conveying important flood emergency preparedness and response information.
Ensure that you, the local floodplain administrator, are ready for a flood event by:
A) Making sure you have your community's current floodplain mapping information accessible;
B) Reviewing your community's emergency permitting procedures;
C) Familiarizing yourself with your community's EOP; and
D) Reviewing your duties both during and after a flood and your duties in regards to post-flood substantial damage assessments and determinations (see attached documents). Also, familiarize yourself with the outreach documents included with these emails for filing flood insurance claims.
