[gis_info] ARCGIS HUB STATUS UPDATE

There was an issue with Hub Sites this morning for about an hour.  They were all set to private.   It appears to have been resolved.  A reminder that any time there appears to be an issue with anything arcgis.com you can check https://status.arcgis.com and for hub sites https://hubstatus.arcgis.com
