My apologies, I've been informed that the Link to the ESRI Resource page that I provided below doesn't work. Here is the main page for the ESRI generated Basemaps: http://help.arcgis.com/en/arcgisonline/agolbasemaps.html
The "World Street Map" is the one that contains the Taxlot boundaries.

Hi all,
I think Dorothy has a great point here about making use of Map Services to ease the burden of data management and cartography for our GIS desktop and Web based apps.
I did some quick testing of the ESRI World_Street_Map Service (the one with the taxlot layers in it). Here is the ESRI Resource page for it:
http://www.arcgis.com/home/item.html?id=3b93337983e9436f8db950e38a8629af
In my testing within ArcMap I found the taxlot layer to 'come on' at 1:27000 when using the State Standard Oregon Lambert coordinate system. And interestingly enough I also found this service to work just fine in my web application and show taxlot boundaries at the same scale range or larger. However, the caveat to this is that the higher level of detail for the entire service was only available in the more urban areas, the rural areas had less detail available so at the highest level of 'zoom' what you are actually seeing in ArcMap is a less detailed map Tile from a smaller scale or if using a Web app you get a "Map Data Not Yet Available" tile.
So, I think this is good news in that we won't necessarily have to try and negotiate with ESRI for a fee based service as it appears to already be free. Figuring out some tricks to call a lower res tile from the map service when needed will probably take some fancy footwork from smart folks like Dorothy though...

Happy Halloween!
I don't know if many of you have tried the "Add Basemap" maps from ESRI in ArcMap version 10. They are very nice basemaps ready to go. In particular, check out "Streets" and zoom to an area you are familiar with to about 1:7000. You should see a really nice base street map with a faint outline of taxlots. Don't have a favorite area? Pick somewhere around Stayton - you'll see the map has the updates for the new overpass that was recently finished. (Unfamiliar? Hit the little arrow right of the "Plus" button; Select "Add Basemap..."; Select "Streets" You must have version 10.)
I see great potential with this base map in making web applications so much simplier to make and easy to maintain.
However, if I were to use this map service for my web application (not using ArcMap), I would not be able to zoom in quite as close and I would not be able to see the taxlot outline. It is my understanding we would need to pay for this level of zoom. The "free" level of zoom is just about one or two scales too small (too general).
I am hoping that GPL could possibly negotiate in the ELA that the State of Oregon could have access to these map services at these more zoomed-in scales for web mapping development. Could GPL add this to the list?
Thank you for your considerations.
Dorothy
