On page 5 of the "OGIC MOA final" the following is in the document:
Coordinate with OGIC and specifically its technical advisory committee, the GIS Program Leaders (GPL) , on geospatial mapping projects and geospatial application development, regardless of the platform (web, desktop, mobile, server, etc.) to ensure that new mapping projects and applications take full advantage of existing mapping projects and applications to eliminate or reduce redundant effort and expense. GPL will facilitate this coordination by creating a web-based interactive database of geospatial projects and applications.

To add to the item below about the OGIC MOA, there’s also an item in the OGIC Strategic Plan, as follows:
Objective S1.1: A compendium of available public services and resources for geographic information development and GIS application development will be compiled and maintained.
Objective S1.2: An on-line, interactive database of GIS projects and applications of geographic information will be developed and kept up-to-date.

Table 4.1 in the Strategic Plan indicates that other groups beyond GPL have responsibilities for these items, so collaborative action is contemplated.
