Erik,
Thank you for coordinating this as this is key to the success of the beta program for Oregon. 
Regarding the account, one thing to keep in mind, is that if you sign up with your existing AGO account, it is not part of the organization and is not attached to the state of OR should you leave your position. I would recommend that for the beta, people create an organizational account and give feedback to the ArcGIS Online team about administration and authentication regarding how you want to structure it.
Does this make sense?

Note: if you want to be part of the beta program, please make sure you let me know what email address you used to sign up for an Esri Account (if you have no account with Esri.com/ArcGIS.com, don't worry about this). In the setup process, you'll be able to choose to associate your existing AGO account with the State of Oregon program, or create a new AGO account (note, if the former, all of your content on AGO will be accessible by the AGO admin [i.e., me])
