[gpl_list] Oregon Geospatial Standards Development Guidelines - Final Draft

Both the GPL and FIT Leads groups recently reviewed version 1.0 of this
document and offered valuable edits and suggestions. This input has been
integrated into version 1.1 which is now available for a final review
before presentation to OGIC at their 3/21 meeting. Please offer any
final input by close of business on Wednesday, March 14th.
