I’ve underlined things below that I think would be recommendations to GPL in February. Thanks!
AGOL Governance Team
Meeting Notes 1/3/14
The AGOL Governance Team will provide recommendations on the Oregon ArcGIS Online enterprise organization implementation and operations to GPL and PAC, which will then review and evaluate those recommendations, take action as appropriate, and provide recommendations to OGIC, as needed.
Group agreed on charging $50 per user for new users that asked for a seat after Oct. 1, when the new ELA became effective.
We talked about credit distribution to some extent. Based on an estimate of 1,000 potential users and 60,000 credits for the ELA period, we could give each user 60 credits for the ELA period. If we need more credits before the period ends, we can buy them at $0.10/credit.
We talked about distribution of user seats to local governments. This could create significant administration issues. The idea is to use AGOL user seats to motivate more data sharing between local and state government, probably by having them sign a data sharing agreement which would also serve to protect their data from distribution beyond state agencies if desired.
We talked about granting administrator permissions, communicating with administrators about the do’s and don’ts, but we didn’t reach any conclusions about whether to assign an administrator to each agency, local government, etc. This issue will need further discussion.
We talked about short term seats, similar to testing a license or using a license for a short term project, without being charged. We also talked about having multiple seats/person, which is something that’s happening now. Again, need more discussion.
There may be a need to control how much data is pushed by each publisher to AGOL. This could have a significant effect on credit usage. At the present time, we can’t easily determine how many credits are being used by individuals across the organization. That’s something that Esri has said they’re going to resolve soon. It’s something we have to know going forward to effectively manage the organization.
There’s an issue with sharing data within groups that may cause users to need to use the AGOL cloud. Arron has pushed that issue forward as an idea to be resolved by Esri, but if it can’t be resolved, it may cause us to need to look at having our own instance of AGOL operating in a private cloud. There are issues with that path, as well, though, in terms of sharing data with users in the public cloud. Much more discussion needed here.
We probably need to assign user seats to new users at a set time each month, rather than assigning them whenever they are requested, in order to conserve personnel resources at GEO. We also need to make users aware of costs per credit.
