OK, here's the idea we want to promote. It was posted by Erik Endrulat on Feb. 27, 2013. Some of you may have already promoted it. The body of the idea is below. As John said, the ideas are posted to the http://ideas.esri.com web site.

Enable Tracking credits for Computational Services in ArcGIS Online
Under Consideration
* For administrators of ArcGIS Online for Organization subscriptions, we need the ability to track credit use for not only feature services, but also computational services (e.g., geocoding, tile generation, routing, etc.), down to the user level.
Currently, if User X runs a large geocoding process using their ArcGIS Online subscription, it's possible for the admin to see that the geocoding process was run and y-number of credits were consumed, but there's no way to see who used those credits.

Hi folks, the two ideas linked below are NOT the ones that we need to promote. While they are fine ideas, they don't get at what really needs to happen. In fact, it seems like to me that Esri is already either working on the two ideas below or has already resolved them.
We need to be able to track credit usage by individual user, regardless of their role. I'm not as interested in limiting the number of credits a person can use, although that could be useful in the future. I will look for a credit tracking idea in the ideas website, and if one doesn't exist, I will post one. Either way, I'll get back to you shortly with an appropriate idea to promote. Thanks!

During the GPL meeting on 2/11/14, we had a discussion about the need for improved control and reporting of credit usage at the named user level within an ArcGIS Online for Organizations account. Essentially, we need the ability to limit credit consumption by individual users within an organization.
There are a few similar ideas posted to the http://ideas.esri.com web site that we would like to have people "promote" so that the Esri ArcGIS Online product management and software development teams hear a clear voice that this functionality needs to be added to ArcGIS Online as soon as possible.
The two ideas I would like to draw your attention to are listed below.
