[gpl_list] GPL Draft Agenda, Notes, and Framework Funding review

Folks:


Please find attached the GPL Agenda, GPL April meeting notes, and Framework Proposal Funding proposal table.  This month's GPL meeting will be held at the Oregon Office of Emergency Management's,   Emergency Coordination Center Room, located at 3225 State Street, Salem, OR 97301.  Please make sure to have ID as you will need it at the front gate.


At the May 2015 GPL meeting, we are going to spend some time (1 hr.) reviewing the Framework proposals (see attached Spreadsheet) so that we can then provide GPL's recommendations for funding to OGIC.   Keep in mind the total available funding available is $500,000.  GPL can recommend to drop some proposals from consideration or they could explore the possibility of partially funding one or more proposals (or a combination of the above).   The attached spreadsheet table contains a summary of all ten Framework proposals via links to the proposal documents, presentations from April 29th, and recordings of those presentations  The review criteria that GPL will use is listed below in the smaller font, so please go ahead and review the attachments prior to our meeting and then come prepared to discuss more at next week's GPL.

Technical review criteria by GPL:
*     Project is technically sound
o Proposal describes technical resources needed
*     Resources are identified and available (hardware/software/staff)
*     Resources sought are appropriate
o Proposal adheres to professional standards for data capture, GIS, and project management
o All technical issues are resolved
*     Edgematching
*     Raster-image compression ratios
*     Vertical integration with other relevant data themes/layers
*     Appropriate precision and accuracy are defined in project workplan
o Project has realistic timeframe and workplan
*     Project demonstrates enterprise orientation
o Appropriate spatial extent for the data theme
o Involves appropriate stakeholder community & partners
o Has approved data exchange standard
o Distribution of resultant data theme (framework data to be freely available for
redistribution and published to Oregon Spatial Data Library (OSDL)
*     Proposal describes technical relationship to State Data Center resources
