[gpl_list] Update to USGS river mile locations

[Let's try again.]
Yep, an error was already found in the river mile locations theme.  A corrected version has been posted to the Oregon Spatial Data Library<http://spatialdata.oregonexplorer.info/geoportal/catalog/main/home.page>, or, you can just switch the mileage values between the last two points on the Row River.
