[gpl_list] Draft Land Management Feature class

[NILE Emmor H * ODF]

ODF has created a feature class representing the land management and title of lands in Oregon.
This layer replaces the Public Ownership layer we have used for many years.
We started with the BLM Landline (LLI) layer and added attributes to accommodate differences between fee title and land manager.
Lane Council of Governments contracted to clean up the differences due to differing spatial and attribute representations.

We know that there are many changes that need to be incorporated, but this is the best information we have at this point.

Here are the data fields we used:
LMClass - The class of the land manager (Federal, State, Local, Urban, Tribal, Industrial, Private)
FeeTitleHolder - The organization holding land ownership title
FeeTitleSource - The source of the title information
LandManager - The organization responsible for managing the land for the Fee Title Holder
LM1Jurisdiction - The first class of the land manager such as District or Region
LM2Jurisdiction - The second sub class of the land manager
LMSource - The source of the land management information
CreationEditor - The editor creating the record
CreationDate - The date the record was created
LastEditor - The last editor
LastEditDate - The last date the feature was edited

Additionally there is some information resembling metadata contained in the geodatabase.
