Cy,
For generic data, you can check out: http://earth-info.nga.mil/GandG/coordsys/gislayers/gislayers.html, which is about 100km precision.
You can get down the 100 meter precision level at: http://mgrs-data.org/. Keep in mind the ones from this site are large file downloads.

Subject: GIS Grid Data
Hi Cy,
If there is someone else who can better respond, please pass this along. I started with you as you were first on the list. I would appreciate a "got it."
I am a citizen volunteer on a CERT team in Portland where the teams are called Neighborhood Emergency Teams. We are preparing some maps of our neighborhood to improve our disaster response.
Our NET team leader wants grids on the map. Do you have a grid layer you can FTP me. I am thinking of something like the Military Grid Systemhttps://en.wikipedia.org/wiki/Military_grid_reference_system#Numerical_location or global area reference https://en.wikipedia.org/wiki/Global_Area_Reference_System.
We need a grid that is about 200-400 feet square - about 3 seconds of latitude or 0.001 degrees of latitude granularity.
If you don't have a grid layer, who do you think might have such a layer?
Thanks
Jim
I am in Southwest Portland roughly 45.44, 122.705
