Greetings everyone,

As a member of the FIT, GPL, or PAC, you have the opportunity to evaluate proposals submitted to the 2017-19 Framework Development Program and contribute to the selection of projects for funding.

Please join me to hear presentations by the 12 excellent applicant teams and discuss their projects with them on July 26, 2017 from 10 AM to 3 PM. Calendar invitation to follow.

A little preparation can benefit everyone involved, so I've included a list of things that you can do to prepare for the presentations. Below the suggested preparations list are a few things to keep in mind about the review and selection process.

Suggested preparations:

1.     Review the evaluation criteria contained in the RFP (pp. 6-8) & available by ftp<ftp://ftp.gis.oregon.gov/temp_postings/FIT/Funding_17-19/> for Framework aspects (FIT), technical aspects (GPL), and/or policy aspects (PAC). Your focus will depend on your membership in the specified reviewing groups. Evaluation criteria are being converted into a scoring rubric for your convenience and will be available by ftp no later than Monday, July 24.

2.     Review proposals in context of the FIT, GPL, and PAC evaluation criteria. Proposals are available by ftp<ftp://ftp.gis.oregon.gov/temp_postings/FIT/Funding_17-19/>. Evaluation rubrics will be uploaded to this location when ready.

3.     Bring your lunch. Due to the large number of applicants, presentations will go through lunch and breaks will not be scheduled.

4.     Review the presentation schedule (optional). The presenters will be assigned to specific time slots. The schedule will be available no later than Tuesday, July 25.

5.     RSVP. Please let me know if you will attend in person or remotely.

A few things to keep in mind as you review proposals and listen to the presentations:

1.     The basic program requirements review is underway by the Reviewing Team and will be completed by August 4. The basic program requirements review evaluation criteria are found at the top of page 6 of the RFP.

2.     The proposals will be assigned to funding pools (Tradition vs. Foundational) as part of the selection process. The Reviewing Team will start the process by providing initial recommendations to the FIT, GPL, and PAC in time for discussion at their review meetings.

3.     Reviewing Team members are representatives for each reviewing group. They are: FIT Rep. Tanya Haddad (DLCD), PAC Rep. Dave Ringeisen (ODOT), and GPL Rep. Phil Smith (ODOT). Cy Smith (GEO) and Theresa Burcsu (GEO) are leading the Reviewing Team.
