[gpl_list] Updated draft GPL charter update

[NILE Emmor H * ODF]

Attached is the updated GPL charter update based on the discussion at the February GPL meeting.
The main change is the removal of the agency lists which will be posted on the GPL website.
The timeline is that we will develop consensus at the March GPL and forward to OGIC for their consideration at their April meeting.
