Good afternoon state and federal emergency management GIS partners,
This email is to notify you of a project forthcoming regarding development of a statewide damage assessment utility/tool for Oregon. Please see attached for the project plan that defines steps as a part of this project.
As you all may know, damage assessment played a key role in our disasters this year. For example, damages for homes impacted from the flooding as well as the homes and structures destroyed from fire activity painted the true picture of those impacts to the communities we serve this year. The intent and purpose of this project is to help define the requirements and develop a comprehensive solution for gathering damage assessment data specifically for the individual assistance and businesses impacted by disaster.
While I am leading this effort, this is not primarily a GIS-led effort. The start of this project is to truly define what is needed by local and tribal communities and our state and federal partners. We are not trying to reinvent the wheel here, but are working on development of a centralized way to collect damage data. Once the data needs are identified, it is our goal to then involve GIS to help implement the solution. If you don't have a GIS capability at your jurisdiction, we will ensure that that capability exists to where the state can assist in that effort. If you do have a GIS capability at your jurisdiction, it is our intent to not overwhelm your GIS team with a complicated tool to maintain.
The key takeaway for this project is that it will be free for our partners to utilize and we will be working off of already available commercial off the shelf (COTS) solutions. If you have a solution already in place, we do not intent to completely replace it, but ensure that there is commonality in the data that is collected and help provide a better overall picture of damages and impacts to Oregon. This will aid and assist in providing consistent documentation for potential disaster declarations for the future.
The next step for this project is to get key stakeholders involved first and foremost. We would like to have representatives from your agency to provide feedback on what your data needs are. As this tool is designed to help you provide information to us, we want to make sure that it is data you need. In order to be added into this group, please email me your name, agency you represent and contact information by end of day November 30th. From these messages, we will be developing a list for further outreach and scheduling listening sessions for relevant data needs. For counties and tribes, we will be utilizing our regional coordinators and tribal liaison to help facilitate the discussion. It is our hope to get as many of you that have recently experienced damage assessment be involved at the start of this project.
