[gpl_list] Question on using imagery for compliance

Hello,
Oregon Department of Agriculture has a policy to only use imagery that is in public domain for any compliance related activities.
We refer this as to ‘going through the front door and not the back door’.

So, the question is this.
What other agencies have a similar policy when it comes to dealing with compliance?

If you don’t have a policy to only use imagery that is in the public domain, do you use licensed imagery for compliance related issues.  By licensed imagery I mean imagery that you need to have a subscription to the imagery to be able to use the imagery.
