[gpl_list] ARCGIS ONLINE UPDATES, LICENSES AND CREDIT DEFICIT

AGOL users and State ELA customers,

ArcGIS Online is showing credit deficits and some licenses need to be restored.   We are aware of the issues and are actively working on this.  Things should be restored to normal soon.
