<p class="MsoNormal">Hi folks, I was recently asked to provide a performance measure for the COO related to GIS across state government. It seemed to me a good performance indicator would be how many state government business processes use GIS web services.
A government business process is a bit difficult to describe in the abstract, but examples are easy to point out. For example, a business process would be identification and management of field burning, or invasive pest management, both from Department of
Agriculture. Other examples would be tracking lottery investments, tracking criminal activity, managing foster child relocations, etc.

<p class="MsoNormal">GIS web services include Google maps, ArcGIS Online, the Oregon Address Locator Service, the Framework data services, and others like the ones here:
<a href="http://www.oregon.gov/DAS/CIO/GEO/pages/geoservices.aspx">http://www.oregon.gov/DAS/CIO/GEO/pages/geoservices.aspx</a>. It would include web mapping services you’ve developed yourselves, as well.<o:p></o:p></p>
