<p class="MsoNormal">Good morning – please note that today’s GPL meeting has been cancelled due to a number of factors: bad weather, sickness (lost my voice and on medication), and light agenda. So I had an email conversation with Cy Smith this morning and
we decided to send around the <b>Authoritative Document</b> (see attached PDF) that we were going to discuss at today’s meeting.<o:p></o:p></p>

<p class="MsoNormal">The review team for the document did a great job with their input on the definition of the term and so I would like to thank them for their help and effort with this task. I made some final edits to the document to reduce it from 3 pages
to 2 and now I think it is ready to go to OGIC. I plan to briefly present this document at the next Framework Forum Monday Dec 14, 2015.
