This is a professional position responsible for providing leadership,<br>
program and policy planning, development of environmental policy and<br>
systems change initiatives, coordination, community coalition development,<br>
and analysis at Public Health - Seattle & King County. The position<br>
requires content expertise in healthy eating and active living and works<br>
within the framework of the Prevention Division, Chronic Disease/Injury<br>
Prevention (CDIP) Section. It reports to the Health Services Administrator<br>
in the Chronic Disease Injury Prevention Section and receives scientific<br>
and technical direction for the Section Chief. Specific duties include<br>
developing policies and best practices for healthy eating and active<br>
living, grant writing and management, creating and sustaining linkages in<br>
the community, strategic leadership, managing the Healthy Eating Active<br>
Living (HEAL) team, program monitoring, planning and public relations.<br>

*Work Schedule:* This full time career service position is exempt from the<br>
provisions of the Fair Labor Standards Act and is not overtime eligible.<br>

*Policy and Best Practices Development and Linkages*<br>

- Develop, lead and support policy, systems and environment change<br>
efforts and programs that support Healthy Eating Active Living.<br>
- Provide Healthy Eating Active Living expertise and technical<br>
assistance on policy and program development and initiatives to<br>
departmental staff and community in implementing population-based<br>
prevention efforts.<br>
- Develop evidence and best practice-based policy briefs and strategies<br>
for priority HEAL policy development work.<br>
- Stay current on current evidence and best practices for obesity<br>
prevention and promotion of healthy eating, active living for both the<br>
general population and at risk populations.<br>
- Inform staff in PHSKC and community partners of current evidence and<br>
apply to strategic planning and intervention development.<br>
- Develop linkages to local, state and national public health active<br>
living and healthy eating programs and network with cutting-edge programs,<br>
thought leaders and organizations.<br>

- Support the development and inclusion of HEAL-focused policies<br>
annually into the county, state and federal legislative agendas.<br>
- Collaborate with University of Washington, Washington State<br>
University, and other local universities through linked projects to<br>
incorporate latest research findings and best practices into Public Health<br>

*Strategic Leadership*<br>

- Support and provide leadership for the department's development and<br>
implementation of broad community policy/systems/environment change efforts<br>
and programs to promote healthy eating and active living.<br>
- Collaborate with and represent PHSKC in sector-focused and<br>
multi-sector steering committees, coalitions, and workgroups consisting of<br>
agency staff, organizational partners, and community residents to advance<br>
healthy eating and active living within geographic areas (e.g. statewide<br>
policy coalitions, cities, neighborhoods) and sectors (e.g. schools, parks,<br>
worksites, childcare, food systems).<br>
- Identify critical gaps in existing strategies and interventions and<br>
identify innovative strategies and actions to address them, including<br>
updating annual strategic plan.<br>

*Grants Management and Program Development*<br>
<br>
- Research and write grant applications; and assure the grant project<br>
process is completed and grant deliverables are met.<br>
- Develop, implement, manage and evaluate projects in the Healthy Eating<br>
Active Living (HEAL) Unit.<br>
- Develop and oversee budget and expenditures, negotiate grants and<br>
contracts and provide oversight to grants and contracts for the HEAL<br>
Program.<br>
- Assure budget development, monitoring, fiscal projections and<br>
reporting for complex funding streams is timely and accurate.<br>
- Participate in media communication and promotion of the program and<br>
work with other staff and community members to promote program<br>
sustainability and viability.<br>
- Prepare and provide oral and written reports or presentations to<br>
funding agencies, officials, staff, community partners and other<br>
appropriate groups.<br>

*HEAL Team Manager*<br>
<br>
- Provide leadership and management to a team of staff dedicated to<br>
healthy eating active living and the promotion of Health Equity.<br>
- Develop HEAL unit through team building activities, developing a<br>
strategic work plan and providing support for professional development<br>
opportunities.<br>
- Direct and manage the HEAL Unit to include administrative oversight,<br>
quality improvement/organizational development, setting direction and<br>
day-to-day operations.<br>
- Interview, hire, orient, train and supervise staff and assure that job<br>
performance requirements are complete.<br>
- Develop staff positions for Unit in conjunction with the Health<br>
Services Administrator.<br>
- Coordinate work load and delegate job responsibilities.<br>
- Conduct performance evaluations reviews for professional staff.<br>
- Assure Unit is in compliance with county policies, procedures and<br>
guidelines.<br>
- Approve time sheets, leaves of absence, vacation and sick leave.<br>

- Content expertise and program and personnel management experience in<br>
public health, obesity prevention, nutrition and physical activity<br>
promotion, with experience working on interventions with low-income and<br>

implementation.<br>
- Skills in strategic plan development.<br>
- Grant writing, acquisition and management experience.<br>
- Demonstrated leadership and supervisory experience.<br>
- Excellent oral and written communication skills, including public<br>
