Oregon Public Health Institute is seeking a full-time City Engagement and Partnerships Lead to oversee OPHI's relationships with cities, counties and regions across the state. A major responsibility of this position will be overseeing the HEAL Cities NW initiative. HEAL (Healthy Eating Active Living) Cities NW launched in 2012.  The Lead works directly with elected officials, city managers, and other senior staff in Oregon cities to pass healthy eating and active living policies, develop implementation plans, and guide implementation of policy to reduce disparities in access to healthier options.

Two of the most important features we are looking for are: someone with an understanding of how local government works and local policy is made and implemented, and a credible communicator who can work directly with elected officials, city managers, and other senior city staff to articulate the value of healthy city policy and to guide implementation in a manner calculated to reduce disparities and improve access to healthier options.

We are looking for someone with at least 3 years of experience implementing projects in public policy, public health, urban planning, government relations or a related field. Periodic travel required is required throughout Oregon, with a focus on the Kaiser Permanente Oregon service area along the I-5 corridor. Starting salary range is $60K+ based on experience. Medical, dental, and TriMet benefits are included.

Responsibilities include:

  *   Coordinate organizational efforts with Oregon Healthiest State, the League of Oregon Cities, local health departments, and existing local and regional health and health equity coalitions
  *   Overall management and implementation of HEAL Cities Campaign NW
  *   Coordinate high-level advisory group of local elected officials and planning directors
  *   Provide hands on technical assistance to support leaders in local jurisdictions to pass HEAL and other policies and implementation plans, and to implement policies to reduce disparities in access
  *   Develop and conduct trainings and workshops for elected officials, city managers, and other senior municipal staff on policy, planning, and implementation
  *   Catalyze collective action to advance community transformation by convening local health departments, CCOs, civic organizations, the faith community, and other stakeholders to support city policy changes and to partner to advance equitable policy implementation
  *   Work with OPHI Communications team to develop and update communication and training materials (including website)
  *   Participate in multi-state evaluation of HEAL Cities Campaign
  *   Track HEAL Cities Campaign NW process and outcomes, and prepare quarterly and annual progress reports to funders
  *   Oversee budget management and contracts related to the project
  *   Track funding opportunities for cities
  *   Participate in a National Community of Practice led by staff from the California Center for Public Health Advocacy to continuously improve and refine strategy
