Today is the first day of the 2014 Legislative Session! Here is a summary of the bills HPCDP is tracking for your reference. Please contact your liaison if you have any questions.

2014 Legislative Session:  February 3, 2014-March 9, 2014

HPCDP Tracking:

Electronic Smoking Devices


  *   HB 4115: Creates a new category and definition for "vapor product" and "vaping," that applies to many existing tobacco laws, including sales to minors, face-to-face sales, and free sampling. Under HB 4115, vapor products are prohibited under the Indoor Clean Air Act (ICAA). HB 4115 also requires businesses primarily engaged in the sale of electronic smoking devices and allowing their use inside for sampling to be certified as a smoke shop.


  *   HB 4073: Creates a new category and definition for "vapor product" that applies to many existing tobacco laws, including sales to minors, face-to-face sales, and free sampling.

Tobacco Tax


  *   HB  4129: Raises taxes on cigarette packs, cigars, moist snuff, and other tobacco products, including "vapor products"

Colorectal Cancer Screening

  *   HB 4085: Modifies Oregon's existing private insurance mandate for colorectal cancer screening, in accordance with the Affordable Care Act.

Worksite Wellness

  *   HB 4072: Creates a personal federal income tax deduction for cash dividends (incentives) received from an employer for participation in workplaces wellness programs.

Diabetes During Pregnancy

  *   SB 1562: Modifies requirements for health insurance coverage of services, medications and supplies necessary for management of diabetes during pregnancy.
