Hello TPEP grantees,

I am writing to provide you an update on the status of the 2014 Oregon Health Plan Tobacco Cessation Services Survey.

What is the survey?
The survey assesses the tobacco dependence and cessation services available to Oregon Health Plan members. This is the third year that the survey has been fielded - previously in 2011<http://www.oregon.gov/oha/healthplan/DataReportsDocs/2011%20Tobacco%20Cessation%20Services%20Survey.pdf> and 2012<http://www.oregon.gov/oha/healthplan/DataReportsDocs/2012%20Tobacco%20Cessation%20Services%20Survey.pdf>, Managed Care Organizations were surveyed. In 2013, the annual survey was not fielded to allow time for Coordinated Care Organizations to become operational.

What kinds of questions are included?
The 2014 survey asks similar questions as the previous years related to: tobacco use documentation and referral; staff and provider training; covered counseling services and pharmacological products; promotion of benefits; how special populations are engaged; and tobacco free grounds policies in contracted hospitals/clinics of CCOs.

Who will be fielding the survey?
Between April 1 and May 15, innovator agents from the OHA Transformation Center will be fielding the survey with each CCO.

Innovator agents may be reaching out to TPEP grantees
Innovator agents were briefed on the role of TPEP in promoting comprehensive cessation benefits with CCOs. As part of the survey project, a TPEP grantee contact list was shared with innovator agents, who were encouraged to invite you to participate in collecting this information. To ensure that this statewide survey is effectively completed, please hold off on asking your regional CCO detailed questions about their their covered cessation benefits. We will review the survey findings with you at a future TA call and discuss next steps for engaging your CCO at that time.
Project Timeline

*         April 1 - May 15: Innovator Agents field survey with CCOs

*         May 15 - July 15: Survey results are compiled into a report, with consultation from OHA Communications, the Public Health Division, the Transformation Center and the Office of Health Analytics

*         August  1: Final report is presented to the Transformation Center

*         August-December: Report is shared with wide range of stakeholders; a webinar on best practices in tobacco cessation with survey results is presented to CCOs and other stakeholders
