[HealthyTribes] Smokefree Beaches Rulemaking Update

Good morning HPCDP grantees,

The Oregon Parks and Recreation Department (OPRD) recently reviewed public comments received on a proposed rule that would prohibit smoking on Oregon's ocean shores. OPRD received 178 comments in support of the rule and 166 opposing the rule. OPRD convened an external advisory committee after comments were received to  discuss the agency's recommendation to the Parks and Recreation Commission - this committee recommended adoption of the rule. HPCDP received notice late Thursday afternoon that the agency was providing the Commission three rulemaking options: (1) no action (2) adopt rule and (3) education campaign with deferred rulemaking. OPRD is ultimately recommending option 3 - the cited reason is due to lack of enforcement officers.

HPCDP is opposed to this recommendation because it does not align with public comment or the advisory committee recommendation - and, as we know, education alone is not evidence-based.
