To support CCOs in achieving the "Cigarette smoking prevalence" incentive measure, OHA has contracted with Carol Gelfer as a consultant through the OHA Transformation Center to support CCOs in establishing and implementing evidence-based tobacco cessation benefits. An assessment was conducted that indicated a need for more information for the CCOs related to cessation strategies. To meet that need, the attached document  "Tobacco Cessation Counseling Strategies: Resources for CCOs and Health Care Providers" was produced and has been made available to CCOs, containing resources for health care systems, coordinated care organizations (CCOs), health care providers and clinic staff to develop their approach to tobacco cessation efforts. It includes links to evidence-based training documents, online trainings, toolkits, webinars and other resources, along with descriptions of how each resource can be used.



CCOs have been encouraged to reach out to local TPEP programs to help support their tobacco prevalence reduction efforts. In addition to helping ensure that CCOs establish evidence-based cessation benefits that meet current requirements, local public health can help support CCOs in designing and implementing multi-sector approaches for tobacco prevention. This guide is a resource to help CCOs think through their approach to reducing tobacco use. CCOs play an important role in helping their members quit, including: accurate assessment of member tobacco use status; benefit design (expanding coverage and reducing barriers); benefit promotion; implementing tobacco-free campus policies; and fostering partnerships with local public health agencies and other community stakeholders in order to create tobacco-free community environments.

The Oregon Public Health Division supports recommendations made in the 2008 update to Treating Tobacco Use and Dependence.
