This conference is the premier avenue and one of the largest long-standing conferences for those within the tobacco space. The conference will be held in Minneapolis, MN from August 27th-29th. While smoking rates nationally declined to 14% in 2017, significant disparities in smoking and tobacco use between groups still exist. This rural-urban gap is characterized by factors including level of education, income, race, occupations, policy coverage gaps, as well as cultural and familial social norms.

Current best and promising practices in tobacco control policy may not affect all populations with the same intensity or efficacy, and may need modifications to account for the impacts of rural residency on tobacco use prevalence. Expanding on the already-established "The Real Cost" campaign, this new push will include e-cigarette focused spots and ads on television featuring magician Julius Dein. Visual messages are often a good way of increasing education and awareness especially among younger populations. This new campaign, announced as of July 22nd, will work towards establishing a further understanding of the health consequences of e-cigarette use especially among youth. Retail store assessments are one of the most effective ways of documenting and tracking the marketing and selling of tobacco products in the retail environment (or point-of-sale). In 2018, the state of Oregon conducted a statewide assessment of nearly 2,000 tobacco retailers (across each county) involving county health department staff, local tribes, and community members/partners.

On July 12, a federal judge ruled to set a new 10-month deadline for FDA premarket review applications for e-cigarettes. This moves the deadline from August 2022 to May 2020. After that point, the FDA has a year to review the applications, during which time the products can stay on the market unless the FDA says otherwise. This is also a change from the previous timeline, which set no deadline for the end of the review process and allowed the products to stay on the market indefinitely. Massachusetts Proposed Statewide Flavor Ban

Flavored tobacco product sales restrictions have been instituted in cities and counties across the country; however, no state has successfully passed one statewide. Pricing data collected from retailers across the state show that from 2014 to 2018, the average price of single cigars rose from $1.35 to $1.64. In communities without this pricing policy in place, prices were lower but also rose over time (from $1.17 in 2014 to $1.21 in 2018 compared to from $2.24 to $2.41 in places with the policy). During that same time period, the availability of single cigars decreased across the state from being sold in 49% of tobacco retailers to only 21%, and in communities with the pricing policy in place, availability decreased from 28% to 14%. In addition, Massachusetts Youth Risk Behavior Survey data indicated that use of cigars among high schoolers across the state decreased from 14.3% in 2011 to 6.7% in 2017.
