<p class="MsoNormal">By now, many of you are probably aware that at a few weeks ago the Metrics and Scoring Committee finalized the 2016 CCO incentive measure selection, which includes the adoption of a tobacco use prevalence incentive measure. This new measure
provides another opportunity for CCOs, public health, and community partners to focus on tobacco prevention and cessation efforts. This measure is intended to address both cessation benefits offered by CCOs and tobacco prevalence. To meet the “bundled” measure
and earn quality pool dollars, CCOs will have to meet all of the following criteria:<o:p></o:p></p>

</span></span><![endif]>Meet tobacco prevalence benchmark or improvement target established by the Metrics & Scoring Committee.
<o:p></o:p></p>
<p class="MsoNormal" style="margin-left:.5in"><o:p> </o:p></p>
<p class="MsoNormal">The intent of the measure is to address tobacco prevalence (including cigarette smoking and other tobacco products, such as chew, snuff, and cigars, and excluding e-cigarettes and those using nicotine replacement products such as patches).
This is an EHR-based measure and due to variation in how EHRs capture smoking and tobacco use data, and to ensure comparability of prevalence across EHRs and CCOs, the data submission component of the measure will be looking for two separate rates: (1) cigarette
smoking; and (2) tobacco use. As not all EHRs will be able to report on tobacco use, only the cigarette smoking prevalence will be used for comparison to the benchmark or improvement target. OHA will report on both cigarette smoking and tobacco use prevalence
separately. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">The cessation benefit floor has been established by OHA, based on the Public Health Services Clinical Practice Guidelines and the Affordable Care Act. For more information on what constitutes a comprehensive cessation benefit, please reference
the <i><a href="https://public.health.oregon.gov/PreventionWellness/TobaccoPrevention/Documents/tob_cessation_coverage_standards.pdf">Tobacco Cessation Coverage Standards</a></i> document from the Oregon Public Health Division.

<p class="MsoNormal">To support CCOs as they work on reducing tobacco use in their communities, TPEP created a resource entitled,
<i><a href="https://partners.health.oregon.gov/PreventionWellness/TobaccoPrevention/Documents/evidence-based_strategies_reduce_tob_use_guide_cco.pdf">Evidence-Based Strategies for Reducing Tobacco Use: A Guide for CCOs</a>,
</i>which is designed to help CCOs think through their approach to reducing tobacco use. One of the strategies highlighted in this document relates to working with partners, such as local public health authorities and TPEP, to work together on evidence-based
community interventions that are effective in reducing tobacco use and preventing youth initiation.

<p class="MsoNormal">Lastly, the Oregon Tobacco Quit Line provides monthly data reports to support grantees in analysis and reporting of Quit Line utilization. The reports can be viewed/downloaded the
